Safeguarding Children

1. Introduction
FPCA Football Club is committed to creating a safe, inclusive, and positive environment for all players, especially children and We acknowledge our responsibility to safeguard the welfare of every child connected to our club, and we fully endorse and adopt Our mission is to ensure that every child can participate in football free from harm, fear, and discrimination, regardless of background

 

2. Our Responsibilities
As an England Football Accredited Club:
- We recognise that players under the age of 18 are legally children, including those playing in open-age teams.
- We will always prioritise the welfare of the child as the paramount concern.
- We are committed to protecting children from abuse, neglect, exploitation, bullying, and poor practice.
- We will ensure children’s voices are heard and considered in decisions that affect them.


3. Safer Recruitment
In line with FA guidelines, we will:
- Clearly define all volunteer and staff roles
- Interview and screen candidates appropriately
- Request and follow up on references
- Require enhanced DBS checks with Barred List for all eligible roles
- Keep safeguarding qualifications up to date

Investigation & Conduct

1. Purpose
This policy outlines how FPCA Football Club will respond to, investigate, and manage any concerns or issues raised within or around the club. It applies to players, parents/guardians, coaches, volunteers, sponsors, staff, match officials, and anyone associated with FPCA Football Club, whether acting on behalf of the club or publicly representing the club through kit, branding, or affiliation.

2. Scope
This policy covers:

Safeguarding or welfare concerns involving children or vulnerable adults

Allegations or complaints involving club members or external individuals

Misconduct by players, coaches, staff, parents, spectators, or sponsors

Incidents occurring at club matches, training, events, or external locations where club branding is visible

Behaviour reported via social media, hearsay, or third-party notifications

Interactions with opposition teams, leagues, or match officials

3. Principles
Fair and impartial: All concerns will be assessed without bias

Confidentiality: Information will be shared only with those who need to know

Proportionality: The level of investigation will match the seriousness of the concern

Child-centred: Where children are involved, their welfare is the priority

Timely: Issues will be reviewed as quickly and efficiently as possible

4. Reporting a Concern

Concerns can also be reported via WhatsApp or in writing. Anonymous reports will be considered, but may be harder to investigate.

5. Investigation Process
Stage 1 – Initial Review
The Club Welfare Officer and/or Committee will assess the nature of the concern

Where appropriate, safeguarding concerns may be referred immediately to The FA, police, or children’s services

Stage 2 – Information Gathering
Relevant parties (including witnesses) may be contacted for statements or clarification

Individuals involved will be treated with respect and informed of any concerns about them

Stage 3 – Club Review Meeting
A panel of at least three impartial club committee members will review the evidence and agree a course of action

Outcomes may include: no action, informal resolution, warning, behaviour agreement, suspension, or removal from role/membership

Stage 4 – Follow-Up
All parties will be informed of the outcome (with consideration for confidentiality)

Support may be offered where appropriate (e.g., mediation, safeguarding advice)

Records will be securely stored for future reference

6. Branding & Representation
All individuals affiliated with FPCA Football Club are expected to behave responsibly when wearing club kit or representing the club publicly or online. This includes:

Players outside of training/matches

Parents/supporters on social media

Coaches or staff at external events or venues

Sponsors promoting their relationship with the club

Poor conduct while wearing or displaying FPCA branding will be treated as a formal club issue and investigated accordingly.

7. Right to Review or Appeal
Where appropriate, individuals may request a review of the club’s decision. This must be submitted in writing to the Chairman within 7 days of receiving the outcome.

2. Sponsorship Opportunities
FPCA Football Club offers the following sponsorship options:

A. Player Sponsorship (Annual)
£40: Supports a player's full season

£100: Supports a player and provides them with a new pair of boots

Sponsor’s name/logo featured on the club’s promotional materials and social channels (where applicable)

B. Team Sponsorship (Two-Season Term)
£350 – Match Kit Sponsorship (logo on kit)

£650 – Match Kit + Training Kit

£1,200 – Full Package: Match Kit, Training Wear, and Winter Wear

3. Code of Conduct for Sponsors

A sponsor (individual or business) is involved in conduct that contradicts our safeguarding, equality, or respect policies

4. Termination Clause
In the event that a sponsor’s behaviour or reputation conflicts with the values of FPCA Football Club, the club reserves the right to:

Suspend the public visibility of the sponsor during this period

Terminate the sponsorship agreement with immediate effect, without refund, if deemed necessary by the club’s committee

Such action will be taken to protect the integrity and safety of our players and community.

Fundraising

1. Purpose
FPCA Football Club is committed to providing free, inclusive, and high-quality grassroots football for children and young people in North Lincolnshire and South Yorkshire. To maintain our no-fees model and ensure long-term success, fundraising is a vital part of how we operate, develop, and grow as a club.

This policy sets out how fundraising is managed, who is involved, and what is expected from those supporting the club.

2. Why Fundraising Matters
Unlike traditional clubs, FPCA Football Club does not charge player registration or subs. Instead, we rely on fundraising and sponsorship to cover essential costs, including:

Team kits and training wear

Equipment and first aid

Pitch hire and league fees

Public liability and player insurance

Safeguarding training and DBS checks

Presentation events and community activities

Future goals, including building our own facilities

Without regular fundraising, we would not be able to offer free football or grow the club sustainably.

3. Fundraising Committee
A dedicated Fundraising Committee will operate under the Club Committee. It will:

Plan and coordinate club-wide fundraising events and campaigns

Support each team in setting and achieving their fundraising targets

Ensure fundraising is transparent, fair, and documented

Work with sponsors and local businesses to develop partnerships

Manage club raffles, scratch cards, fun days, raffles, and online campaigns

Propose new initiatives to help secure external funding and grants

Each team is encouraged to have a Team Fundraising Lead, who will work with the Fundraising Committee.

4. Team Fundraising Expectations
All teams are expected to take part in regular fundraising, including but not limited to:

3 main fundraising events per season (or monthly low-key campaigns)

Participation in club-wide fundraising events

Sourcing player sponsorships (£40 or £100 per season)

Supporting or suggesting creative ideas for family and community engagement.

5. Sponsorship and Business Support
FPCA Football Club welcomes support from local businesses through:

Team Sponsorship (2-season agreement)

Player Sponsorship (seasonal support)

Event Sponsorship (tournament days, presentation evenings)

In-kind donations or raffle prize contributions

Dual Team & Training Policy

1. Introduction
At FPCA Football Club, we welcome and encourage players to play as much football as possible. Extra development outside of normal training is beneficial to a player’s growth, both on and off the pitch. We understand that some players also play for other grassroots teams or clubs, and we support this where possible.

However, for FPCA FC to provide the best possible experience for all players and ensure fairness within each squad, we have introduced the following policy to give clarity to players, parents, and coaches.

2. Training Commitment
    •    Each team has a designated coach and weekly training slot.
    •    Players who attend training regularly with their team coach are classed as main squad players.
    •    This allows the coach to build a connection, understand their development needs, and prepare them effectively for weekend matches.

3. Support Players (Secondary Role)
    •    If a player cannot attend their main team training due to other commitments (e.g. training with another team on the same night), they will be classed as a support player.
    •    Support players may still be selected for games, but game time and roles will be prioritised for players who train weekly with the squad.

4. Dual Team Players
    •    Players who train with two teams and show commitment to both can be considered main players in both squads.
    •    It is the player’s responsibility to demonstrate the necessary commitment, work rate and discipline to manage both roles fairly.

5. Exceptions
    •    We recognise that split families and individual circumstances may affect training and match availability.
    •    These situations will always be discussed openly between the coach, parents/guardians, and the player when joining a team.
    •    Compassion and flexibility will be applied on a case-by-case basis.

6. Player Responsibility (U12 and Above)
    •    From U12s onwards, we encourage players to begin making their own decisions about which team they wish to commit to.
    •    Parents should support players in these decisions and reinforce that commitment to a team directly affects game time, development, and end-of-season recognition.

7. Summary
    •    Playing for multiple teams is welcomed at FPCA FC.
    •    To be a main squad player, players must train regularly with their FPCA team.
    •    Players unable to commit will be considered support players, with game time managed accordingly.
    •    Every situation will be treated fairly, with the Committee always acting in the best interests of the player and the team.

Squad Selection & Matchday Availability Policy

1. Purpose
This policy sets out how FPCA FC manages player availability, training attendance, squad selection and matchday line-ups. It ensures fairness, consistency, and clear communication across all teams (U9, U11, U12, U14).

 

2. Availability via Spond
    •    All players/parents must update availability for training and matches on Spond.
    •    Availability should be confirmed by Thursday evening each week.
    •    Coaches will use this information when planning training sessions and selecting squads.
    •    If a player has not updated their availability, they may not be considered for the matchday squad.

 

3. Training Attendance
    •    Training attendance is a key factor in squad selection.
    •    Coaches plan sessions based on expected numbers; regular non-attendance without notice affects both training and match selection.
    •    Players who consistently attend training will be prioritised for matchday squads.

 

4. Matchday Squad Sizes

FPCA FC sets the following maximum squad sizes for matches:
    •    U9 (7v7 football) – 10–12 players
    •    U11 (9v9 football) – 13 players
    •    U12 (9v9 football) – 14 players
    •    U14 (11v11 football) – 16 players

 

5. Squad Selection & Starting Line-ups
    •    Squad selection for each match will be confirmed by Friday evening.
    •    The starting line-up will be confirmed by the coach the day before the match.
    •    Game changes (substitutes) – FPCA FC uses the term game changes because every player should come on with a positive impact, making decisions that change the game.

 

6. Playing Time & Rotation
    •    Coaches are encouraged to manage playing time across the season so all players get fair opportunities.
    •    Rotation:
    •    Many teams will play the full first half with the starting line-up and then make changes in the second half.
    •    Some coaches may choose to rotate during the first half – this is at the coach’s discretion, not a club rule.
    •    Fair Play: FPCA FC operates on a season-long fairness principle – fair opportunities are provided over the course of the season, not necessarily in every single match.

 

7. Goalkeepers
    •    Where only one goalkeeper is available, they will usually play the full match.
    •    Outfield players may be asked to cover if no goalkeeper is available.

 

8. Communication
    •    Coaches will confirm the matchday squad by Friday evening and the starting line-up by Saturday (for Sunday fixtures).
    •    Parents/carers are expected to respect squad decisions and support all players equally.
    •    Concerns should be raised privately with the coach or Club Welfare Officer.

Alcohol & Matchday Environment Policy

1. Purpose

FPCA FC is committed to providing a safe, positive, and family-friendly environment for all children and young people involved in grassroots football. This policy sets out the club’s stance on alcohol in and around training and matchday areas.

2. Scope

This policy applies to:
    •    All FPCA FC training sessions and matches held at Haxey Playing Fields or any other venue used by the club.
    •    All players, coaches, volunteers, parents, carers, and spectators attending FPCA FC activities.

3. Alcohol at Children’s Football
    •    No alcohol should be brought onto, displayed, or consumed within the immediate training or matchday area when children’s football activities are taking place.
    •    This includes the pitch, technical areas, sidelines, and surrounding spectator zones.
    •    The presence of alcohol around children’s sport sends the wrong message and is not in line with FA safeguarding guidance.
    •    Parents, carers, and visitors are expected to set a positive example by respecting this rule at all times.

4. Adult Football Matches
    •    Where FPCA FC facilities are used for adult football (e.g., senior fixtures), alcohol consumption is only permitted if:
    •    The venue has an authorised bar in operation, and
    •    Drinks are consumed in line with the venue’s own policies and licensing rules.
    •    Outside of these circumstances, alcohol should not be consumed at grassroots football matches.

5. Enforcement & Expectations
    •    Coaches, managers, and club officials may remind parents/carers and spectators of this policy if necessary.
    •    Repeated or deliberate breaches of this policy may be escalated to the Club Welfare Officer and committee.
    •    FPCA FC expects all members of its community to support the club in maintaining a safe and respectful environment for players.

6. Safeguarding Link

This policy is part of FPCA FC’s wider safeguarding framework. By removing alcohol from children’s football environments, the club promotes:
    •    Positive role modelling for players
    •    A safer environment for learning and enjoyment
    •    Respect for FA safeguarding standards

Kit & Equipment Policy

1. Purpose
This policy sets out how FPCA FC allocates, manages, and retains kit and equipment provided to players. It ensures that all players understand their responsibilities and that the club can continue to operate sustainably as a free-to-play grassroots football club.

2. Ownership of Kit
    •    All kits (match kits, training kits, and club wear) are the property of FPCA Football Club.
    •    Players are issued kit for use during their time at the club.
    •    If a player leaves the club, all issued kit must be returned in full.
    •    If kit is not returned, the following charges will apply:
    •    £50 for a match kit
    •    £150 for a full club kit

3. Allocation of Kit
    •    Match Kit:
    •    Every registered player will receive a match kit at the start of the season.
    •    Training Kit & Club Wear:
    •    Issued approximately 6–8 weeks into the season once squads are settled and committed players are confirmed.
    •    Stock is held at the club’s supplier and allocated once sponsors’ payments have been received.
    •    Boots (Optional):
    •    Where parents opt for sleeve sponsorship Option 2, a pair of boots will be provided.
    •    Boots will only be ordered once parents have supplied correct sizing and boot type required.

4. Sponsorship & Costs
    •    Team Sponsorship:
    •    Team sponsors fund the cost of match kits.
    •    Sponsors typically commit to a three-season deal, which includes:
    •    One free kit size adjustment per player over the three seasons
    •    Discounted rates for replacement kits if needed in later seasons
    •    Sleeve Sponsorship:
    •    Covers the cost of player registration and insurance.
    •    Sleeve sponsorships run on a one-season basis.
    •    Parents may renew sleeve sponsorship each season if they wish to continue supporting the player in this way.

5. Care & Responsibilities
    •    Players and parents are responsible for:
    •    Looking after all issued kit and ensuring it is kept in good condition.
    •    Washing kits regularly in line with care instructions.
    •    Returning kit promptly if leaving the club.
    •    Damaged or lost kit may need to be replaced at cost.

6. End of Player’s Time with FPCA FC
    •    When a player leaves FPCA FC, all club property (kit, boots if supplied, and any other equipment) must be returned.
    •    Failure to return will result in the appropriate charge being issued to cover replacement costs

Spond Communication Policy

1. Purpose
This policy sets out how FPCA FC uses Spond as the official communication platform for the club. It ensures that all messages remain respectful, appropriate, and helpful to the smooth running of the club.


2. Why We Use Spond
• Spond is the club’s official communication tool for all teams, fixtures, training, and announcements.
• It is club-controlled, unlike WhatsApp or other private messaging apps, meaning coaches and the committee can monitor and manage communications more effectively.
• Using one platform keeps everything consistent, organised, and accessible.


3. Expectations of Behaviour on Spond
• All members must communicate in a respectful and positive manner.
• Swearing, abusive language, or negative arguments in comments or chat threads will not be tolerated.
• Football can be passionate, but disagreements should be raised privately with the coach or the club, not argued out in group chats.
• Messages should remain relevant to club matters (training, fixtures, availability, club announcements).


4. Escalating Concerns
• If a parent, carer, or player has a concern, they should contact:
• Their team coach/manager in the first instance
• If further support is needed, the Club Welfare Officer or Committee
• Spond is not to be used for airing complaints, disputes, or negative discussions.


5. Consequences for Misuse
• Anyone found repeatedly using inappropriate language or engaging in arguments on Spond may have their commenting rights restricted.
• Serious breaches may be escalated to the Club Welfare Officer and could result in disciplinary action.


6. Commitment
By using Spond, all members agree to:
• Keep communication positive and respectful
• Use the platform only for club-related purposes
• Support the club in making Spond a safe, helpful and professional environment for all families

Volunteers Policy & Agreement

1) Purpose
To set clear standards and support for everyone who volunteers with FPCA FC, ensuring a safe,
inclusive, child-centred environment in line with FA guidance.

2) Who this applies to
All unpaid helpers: coaches, assistants, team admins, match-day helpers (respect marshals,
first-aid support, refreshments), fundraising/event volunteers and committee volunteers.

3) Recruitment & checks
- Informal chat + role outline; references where appropriate.
- DBS required for regulated activity roles.
- FA safeguarding/online training as appropriate.
- Identity checks recorded by the CWO; data handled per FPCA FC Data Protection Policy.

4) Induction & supervision
- Receive Welcome Pack (contacts, Codes of Conduct, procedures).
- Shadowing where needed; no lone working with children.
- Briefing on equipment checks, risks, incident reporting.

 

5) Conduct & boundaries
Volunteers agree to:
- Put children’s welfare first.
- Maintain professional boundaries (club channels only).
- Wear suitable attire, model respect, follow FA/League rules.

 

6) Health & Safety
- Complete pre-session risk checks.
- Record/report injuries promptly.
- Know emergency procedures and venue access points.

 

7) Data & media
- Handle personal info on need-to-know basis only.
- Only capture/share photos/videos where parental consent is recorded.

 

8) Alcohol, vaping & matchday environment
No alcohol while volunteering; comply with the club’s policies.

 

9) Support & recognition
The club provides training signposting, kit where required, and ongoing check-ins. Volunteers can
step back at any time with notice.

 

10) Reporting concerns (“Whistleblowing”)
- Immediate risk: call 999.
- Welfare concerns: contact the Club Welfare Officer.
- Escalate to County FA/NSPCC if needed.

 

11) Agreement
By volunteering with FPCA FC I agree to uphold this policy and the club’s Safeguarding, H&S;, EDI, Data Protection and Conduct policies.
